Biden's description of cease-fire offer ‘not accurate,’ Israeli official tells NBC News

JERUSALEM — President Joe Biden’s description of Israel’s cease-fire proposal was “not accurate,” a senior Israeli official told NBC News, as doubts grew Monday over the U.S. ally's stance on the deal.

Biden announced Friday that he was outlining a truce proposal made by Israel and passed by mediators to Hamas. However, the official challenged Biden’s description of the cease-fire offer. Israeli Prime Minister Benjamin Netanyahu, facing pressures from Washington and families of hostages, as well as right-wing ministers threatening to bring down his government, stated that Biden had only presented a partial version of the Israeli proposal.

The official specifically disputed Biden’s assertion that Israel had agreed to fully withdraw its troops from the Gaza Strip as part of a deal to free the approximately 125 hostages remaining there. “Israel has not changed its conditions to reach a permanent cease-fire. That will only happen after our objectives are met, including destroying Hamas’ military and governing capabilities,” the official said. The official also clarified that the proposal described by the White House was actually one put forward by mediators and amended by Israel.

“It’s strange that they say it’s an Israeli proposal and at the same time that Israel needs to agree to it,” the official added, noting that Israel was still waiting for Hamas’ formal response to the proposal.

A U.S. official responded Monday, saying that Biden had outlined the proposal Israel offered but acknowledged the pressure Netanyahu faced from far-right officials and urged the Israeli government not to back away from it.

Netanyahu spoke later Monday, addressing the Knesset Foreign Affairs and Security Committee, asserting that Biden’s outline was only “partial.” His spokesman David Mencer quoted Netanyahu: “The war will be stopped for the purpose of returning hostages and then we will proceed with further discussions.” Netanyahu emphasized that the full plan includes both eliminating Hamas and ensuring the hostages' return.

In a video statement, Netanyahu reiterated Israel’s dual objectives in Gaza: destroying Hamas and securing the hostages' release. “We insist that we complete both this and that,” he said, stressing that this stance was unanimously agreed upon in the war cabinet.

Biden’s speech has intensified pressure on Netanyahu both domestically and internationally. Two right-wing ministers threatened to pull out of the coalition keeping Netanyahu in power if he agreed to the cease-fire deal outlined by Biden. Hard-line national security minister Itamar Ben-Gvir claimed he was denied access to the proposal draft by Netanyahu's office, accusing Netanyahu of trying to "whitewash" the proposal.

Simultaneously, families of Israeli hostages have urged the government to secure the release of their loved ones. Rachel Goldberg-Polin, whose son Hersh has been held in Gaza since Oct. 7, expressed cautious optimism following Biden’s proposal. “You can't count your hostages until they are home and you are hugging them,” she told NBC News in Jerusalem.

Goldberg-Polin criticized officials who prioritize continuing the war over securing the hostages’ release. “If you believe in the righteousness to continue this, let’s stop it for five hours, get out those 125, and you, you put your son, daughter, mother, brother, sister, grandfather, baby in there and continue your war with your people there,” she said. “Our people have served their time in hell for nine months.”

The Biden administration maintained its pressure campaign over the weekend. Secretary of State Antony Blinken spoke with Israeli Defense Minister Yoav Gallant and war Cabinet member Benny Gantz, commending Israel for the proposal and emphasizing that the onus was now on Hamas to accept it, according to a State Department summary.

Biden described the “comprehensive new proposal” as a pathway to a permanent cease-fire in Gaza. The three-part plan, Biden said, involved Israeli forces withdrawing from all populated areas of Gaza, the release of hostages, and a six-week truce. The proposal had been sent to Hamas via Qatar, which has been brokering talks.

A Hamas spokesperson indicated a positive reception to Biden’s proposal, and Egyptian Foreign Minister Sameh Shoukry affirmed Hamas' positive view, noting that the response from Israel was awaited.

A cease-fire deal would provide much-needed relief for Palestinians in Gaza, where the Israeli military operation in Rafah has displaced over 1 million people, according to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

The Israel Defense Forces stated that troops were continuing “intelligence-based, targeted operations” in Rafah, pushing deeper into the city despite U.S. warnings.
