Central to Japan's strategy is the development of mass production technologies and cost reduction measures through collaboration within the FLOWRA consortium. Major Japanese utility companies and wind power units of trading firms have joined forces to accelerate the realization of large-scale commercial floating offshore wind projects. Industry Minister Ken Saito underscored the pivotal role of FLOWRA as a nexus for international collaboration aimed at expanding the global market for floating offshore wind and establishing standardized technologies.
The Japanese government has also forged crucial partnerships with leading offshore wind nations such as Britain and Denmark to facilitate knowledge-sharing and joint research initiatives. Against the backdrop of China's ascendancy in the global offshore wind market, surpassing Britain in total installations, concerns have emerged regarding China's competitive advantage driven by cost-effective turbine manufacturing. This competitive landscape has prompted the European Union and other Western nations to strengthen cooperation in offshore wind energy to counterbalance China's dominance in renewable energy supply chains.
Japan's expertise in shipbuilding and metal processing is poised to play a pivotal role in the manufacturing of floating platforms and mooring systems, further bolstering its competitive edge in the global offshore wind sector.
