A surveillance video captured the harrowing moments of a fatal shooting outside the North Dade Regional Library in Miami Gardens. Police responded to the scene in October, finding a woman shot in the head following a chase involving another woman.

The surveillance footage reveals the victim, dressed in green, crouching and circling a red SUV in a desperate attempt to evade Joyce Small. Despite the victim's efforts to escape, Small relentlessly pursued her around the vehicle and ultimately caught up to her, fatally shooting her in the head. Afterward, Small calmly walked away, leaving the victim's body in the parking lot. Bystanders quickly noticed the body, forming a crowd before police arrived.

Upon her arrest, Small admitted to discarding the firearm in a nearby corner, where officers found it. She told police she knew the victim, who was homeless, and had often offered her food, shelter, and a place to shower. However, Small claimed she began to suspect that the victim was involved with her boyfriend. Despite finding her boyfriend with his wife instead of the victim, Small remained convinced of her suspicions. She also believed that the victim had mistreated and "beaten her up" for several months.

When Small saw the victim at the library that day, she felt deliberately provoked. Now charged with first-degree murder, she remains in custody without bond.
