Miami-Dade County officials are currently reviewing three potential sites for a new waste-to-energy facility: Airport West, Medley, and the existing Resource Recovery Facility site in Doral. The County Board of Commissioners has tasked the Mayor's office with preparing a report analyzing air quality, environmental impacts, and mitigation measures for each proposed location.

At a recent Board meeting, Miramar Mayor Wayne Messam expressed strong opposition to the Airport West site, arguing it would significantly impact neighboring communities. He vowed to pursue legal action if that site is chosen and emphasized that environmental groups would also join the lawsuit due to concerns over public health and water quality. "Miramar will file suit if this site is selected," Messam stated, adding that it would lead to "a decade of litigation."

This new waste facility would replace the current Doral plant, which was destroyed in a fire in February 2023 and has been closed ever since. The previous plant, operated by Covanta Energy, processed approximately 50% of the county's waste. Despite its closure, local residents have continued to complain about air quality and lingering odor issues from the site.

Mayor Daniella Levine Cava acknowledged residents' concerns while stressing the necessity to modernize the county's aging waste management system in a manner that ensures public health and minimizes environmental damage. "We are thoroughly reviewing all three sites to select the one with the least environmental and fiscal impacts while maintaining high standards of air quality, health, and quality of life," she stated. The Mayor's office has pledged to keep local governments and stakeholders informed as the evaluation process continues, with the final decision expected later this year.

Environmentalists and residents have voiced opposition to building the new plant at any of the proposed sites, citing the impact on the Everglades Conservation area and nearby neighborhoods. The County Board is carefully considering these concerns and aims to involve the community in the decision-making process.
