Progressive Rep. Jamaal Bowman runs as an outsider as he fights for a third term

Incumbent Rep. Jamaal Bowman Running for a Third Term

WHITE PLAINS, New York — Incumbent Rep. Jamaal Bowman is running for a third term in Congress, bolstered by endorsements from top House Democratic leaders and his widespread presence in Washington, on cable news, and on social media. As he fights for his political survival in a district north of Manhattan, the progressive firebrand and member of “The Squad” is employing the same primary strategy that helped him topple veteran Democratic Rep. Eliot Engel four years ago: portraying himself as an outsider insurgent against a lifelong politician.

Bowman's Democratic primary opponent this time is George Latimer, 70, a popular Westchester County Executive and former state senator and assemblyman who first entered politics on the Rye City Council during Ronald Reagan's presidency — and notably hasn’t lost a race since.

Contrasting Campaigns

At a vibrant outdoor festival in Co-Op City in the Bronx on Saturday, Bowman highlighted the contrasts between himself and Latimer. “I’m for taxing the rich, he’s not. I’m for taxing large corporations, he’s not. I’m for reparations for Black people, he’s not. He’s completely funded by right-wing, MAGA Republican billionaires. And all of my funding comes from the grassroots of working-class people,” he told a voter amidst hip-hop and Caribbean music.

Latimer, countering Bowman’s portrayal, leaned into his extensive electoral experience, noting his decades in Westchester politics working on infrastructure, affordable housing, and environmental sustainability projects. “Being a member of the House … if you want to get attention for yourself, you have to say outrageous things,” Latimer said in an interview with NBC News. “I’ve got a record of showing you what I do and how I do it. … I offer a different strategy and style, and can back it up with years of accomplishment.”

Campaign Dynamics

The campaign events showcased their different approaches. Latimer's news conference, held in a cramped conference room, contrasted with Bowman's energetic presence at the Co-Op City festival, where he engaged with supporters, handed out hugs and handshakes, and took selfies. Bowman aims to turn out working-class and middle-class Black and brown voters in the southern part of the district, including New Rochelle, Mt. Vernon, Yonkers, and Co-Op City.

Despite Bowman's framing of the race, Latimer emphasized his focus on delivering tangible results for the district. “I offer a different strategy and style, and can back it up with years of accomplishment,” Latimer said, highlighting his track record in local governance.

Criticism and Endorsements

Bowman faces criticism over his views on Israel amidst the ongoing conflict with Hamas. He suffered a setback when former Rep. Mondaire Jones endorsed Latimer, citing Bowman’s stance as causing “pain and anxiety” among Jewish New Yorkers. Bowman’s district includes a significant Jewish community in Westchester County, where his pro-Palestinian views have sparked controversy.

Bowman, however, has won endorsements from several progressive Jewish groups and liberal icon Sen. Bernie Sanders. He pointed to internal polling showing that the majority of his constituents support a permanent cease-fire in Gaza.

The Fire Alarm Incident

Bowman’s campaign has also been shadowed by an incident where he pulled a fire alarm in the Capitol complex during a vote on a GOP funding bill. Republicans accused him of intentionally delaying the vote, but Bowman maintains it was an accidental mistake.

Community Support

In Co-Op City, Bowman has support from Black voters like Clara Burton, who appreciated his background as a middle school principal. However, he also faces skepticism, particularly regarding the fire alarm incident.

Environmental Issues

For some voters, like 50-year Mamaroneck resident Mark Kramer, environmental issues are a priority. Kramer, who supported Bowman against Engel, is now leaning towards Latimer due to his stronger environmental record.

Conclusion

As Bowman and Latimer vie for the Democratic nomination, the race reflects broader tensions within the party and highlights the contrasting approaches of the two candidates. The outcome will hinge on voter turnout and the ability of each candidate to address the diverse concerns of their constituents.
