Air travel is getting worse. That’s what passengers are telling the U.S. government.

The surge in consumer complaints regarding air travel in 2023 underscores a broader narrative of growing frustration among passengers, despite improvements in flight cancellations. As the U.S. Department of Transportation reported, the number of complaints rose to nearly 97,000, up significantly from approximately 86,000 the previous year. This escalation, the highest since the pandemic-ridden year of 2020, reflects lingering discontent over various aspects of air travel, from service quality to customer treatment.

Despite a decrease in canceled U.S. flights in 2023—totaling 116,700 flights, or 1.2% of the total, compared to about 210,500 flights, or 2.3%, in 2022—flight delays remained stubbornly high, affecting around 21% of all flights throughout the year. This dichotomy between reduced cancellations and persistent delays highlights a persistent source of frustration for travelers, impacting schedules and travel plans significantly.

While flight cancellations have remained relatively low at approximately 1.3% of all flights so far in 2024, the prevalence of delays at 21% continues to be a major concern. Delays not only inconvenience passengers but also contribute to the overall dissatisfaction reflected in the increased number of complaints.

The majority of complaints, more than two-thirds, were directed at U.S. airlines, reflecting the primary focus of travelers' frustrations. Issues ranged from flight scheduling problems to customer service deficiencies and inadequate responses to passenger needs. Approximately a quarter of complaints targeted foreign carriers, underscoring that dissatisfaction transcends national borders when it comes to air travel experiences.

Of particular concern were complaints related to the treatment of passengers with disabilities, which surged by more than one-fourth compared to 2022. This increase highlights ongoing challenges in ensuring equitable and respectful treatment for all passengers, despite regulatory frameworks aimed at protecting passenger rights.

Moreover, grievances related to discrimination saw a notable rise, particularly concerning race or national origin. While these complaints represented a smaller fraction of the total, their increase suggests a heightened awareness and sensitivity to issues of equity and fairness within the travel industry.

The Transportation Department attributed the rise in complaints to heightened consumer awareness of their rights and the ease of filing complaints. Notably, the department played a crucial role in securing substantial refunds and reimbursements for affected passengers, including over $600 million for Southwest Airlines customers impacted by significant flight cancellations in December 2022. Southwest Airlines itself faced penalties, including a $35 million fine, underscoring the regulatory response to severe service disruptions.

Looking ahead, the Transportation Department is actively modernizing its complaint-handling system to improve oversight of the airline industry. However, criticism persists regarding delays in releasing complaint data, with figures for the latter half of 2023 only recently becoming available.
