Atlanta City Council approves $2M settlement for students tased in car during 2020 protests

The approval of a $2 million settlement by the Atlanta City Council for Messiah Young and Taniyah Pilgrim marks a significant conclusion to a federal lawsuit stemming from an incident on May 30, 2020. On that day, both students from historically Black colleges in Atlanta found themselves trapped in downtown traffic amidst protests ignited by the killing of George Floyd.

Following the incident, then-Mayor Keisha Lance Bottoms and then-Police Chief Erika Shields took decisive action, swiftly firing two involved officers and placing three others on desk duty the following day. Subsequently, then-Fulton County District Attorney Paul Howard obtained arrest warrants for six officers, a proactive step aimed at addressing the gravity of the situation.

However, the legal trajectory of the case took a convoluted turn. In February 2021, the dismissals of the two officers were overturned by the Atlanta Civil Service Board due to procedural lapses in the city's personnel policies. Compounding the frustration, in May 2022, a special prosecutor dropped all charges against the six officers initially implicated, further disappointing the victims and their advocates.

The settlement approved by the Atlanta City Council explicitly states that it does not imply an admission of liability on behalf of the city.
