House committee to vote on holding Biden's ghostwriter in contempt

WASHINGTON — The House Judiciary Committee is preparing to vote this week on a resolution holding President Joe Biden’s ghostwriter, Mark Zwonitzer, in contempt of Congress for his refusal to provide documents and materials related to the president's memoirs.

The committee's scheduled vote on Thursday morning, just hours before the first 2024 campaign debate between Biden and former President Donald Trump, is expected to advance with support predominantly from Republicans.

In its report recommending contempt, the GOP-led committee outlined its initial request for documents and communications connected to Biden's memoirs, which include "Promise Me, Dad" and "Promises to Keep." This request, initiated in February following special counsel Robert Hur's report clearing Biden of charges linked to classified documents, specifically sought communications between Zwonitzer and Biden or his staff relevant to Hur's findings. Additionally, the committee requested any contracts, proof of payment documents, and transcripts or recordings of interviews between Zwonitzer and Biden.

According to the committee, Zwonitzer's attorney initially signaled readiness to provide the requested documents but later conditioned cooperation on the issuance of a subpoena. In March, after issuing a subpoena that was contested by Zwonitzer’s attorney, the committee escalated its efforts.

As of Tuesday, neither a spokesperson for the Biden campaign nor Zwonitzer's attorney had responded to requests for comment.

For several months, congressional Republicans have been advocating for access to the audio recordings of Biden's October interview with Hur. Last month, President Biden asserted executive privilege over these recordings.

In March, Democrats on the Judiciary Committee released the full transcripts of Biden’s interview, aiming to enhance transparency but falling short of Republican demands for the audio recordings.

Hur’s report portrayed Biden as potentially sympathetic to a jury, characterizing him as an “elderly man with a poor memory.” Republicans have utilized this depiction in their campaign against Biden's re-election bid, despite Hur's conclusion that the evidence did not establish Biden’s guilt beyond a reasonable doubt.

If the contempt resolution clears the Judiciary Committee on Thursday, the next procedural step would be a vote on the House floor.

Earlier this month, the Republican-controlled House voted to hold Attorney General Merrick Garland in contempt for his refusal to release audio recordings. However, the Justice Department opted not to pursue contempt charges against Garland.
