South Korea to pull plans to suspend striking doctors' licenses

South Korea announced a significant policy shift on Monday, abandoning its earlier proposal to suspend the licenses of thousands of striking doctors in a bid to resolve the country's protracted medical crisis.

Health Minister Cho Kyoo-hong's announcement marks a departure from the government's previous stance, prompted by mounting pressures from the ongoing doctors' strike, which has disrupted healthcare services for several months. Cho underscored that regardless of whether the striking doctors promptly return to their duties, the government will refrain from enforcing license suspensions.

The strike, initiated by over 13,000 junior doctors comprising medical interns and residents, commenced in February to protest the government's plan for a substantial increase in medical school admissions. This action has severely strained operations at university hospitals where these doctors undergo training.

Initially, the government had planned license suspensions as a punitive measure, a move supported earlier by a Seoul court. However, in light of escalating public discontent and logistical challenges in managing emergency and critical patient care, the government has opted to revise its approach.

The impact of the strike on public health services prompted more than 100 patient advocacy groups to stage a protest in Seoul on July 4, urging doctors to end their prolonged walkout. The absence of these junior doctors, pivotal in assisting senior physicians and department heads during surgeries and treatments, has resulted in widespread cancellations of medical procedures across major hospitals.

South Korea's healthcare system faces mounting pressure due to an aging population and a critical shortage of doctors, particularly in rural areas and crucial specialties like pediatrics and emergency medicine. Government projections aim to add up to 10,000 doctors by 2035 to address these challenges. Critics, however, express concerns that a sudden surge in medical school admissions could compromise educational standards and potentially impact the incomes of existing doctors.

Although the striking doctors represent a fraction of South Korea's total medical workforce numbering between 115,000 and 140,000, their roles are pivotal in hospital operations and training programs. Their grievances underscore broader concerns about the sustainability of South Korea's healthcare system amid demographic shifts and evolving economic conditions.

Looking ahead, the government faces the intricate task of negotiating with doctors to forge a sustainable solution that balances the imperative of expanding medical services with the professional concerns of healthcare providers regarding training quality and income stability.
