The viewing test begins with your head where it sits during normal driving. Look beyond the crack rather than at it. If the break makes one vehicle appear as two outlines, hides part of a signal or throws a bright line across the lane ahead, it is occupying usable forward vision even if it does not sit at eye height.

Judge the short crack by distortion, glare, wiper interaction, branching and stability from your normal driving position.
Could I be stopped on Broward Boulevard if the crack stays low on the passenger side?
Florida Statute 316.610 allows an officer with reasonable cause to stop a vehicle and require an inspection. A low passenger-side line may obstruct less of your forward view, but its position alone does not make the vehicle legal or safe. Edge contact, spreading, loose glass and the vehicle’s overall condition still matter.
