The same law treats the shaded top strip under a different clause. It permits transparent sunscreening there only when the material stays outside the driver’s direct forward viewing area defined by Federal Motor Vehicle Safety Standard No. 205; that limit is not the rule that authorizes an electronic toll device.
Do not treat the top sunscreen strip as a universal transponder zone. A position permitted under the attachment statute can still be wrong for the device, interfere with the driver’s view or conflict with the camera and sensor layout shown in the vehicle manual.

Leave the Upper-Center View to the ADAS Camera
A forward-facing advanced driver-assistance camera commonly looks through the upper central portion of the windshield from behind the rearview mirror. A rain sensor or other equipment may occupy nearby glass, leaving less open space than the old tag position suggests.
The camera’s optical path takes priority over a convenient sticker location. Do not attach a toll device to the camera’s plastic cover or place it where it blocks the view through the glass. Wait until the housing has been reassembled before judging the available area.
